The cartoon is about a fictitious charity – the Cat Welfare League. Any link with a real organisation of that name is purely coincidental
This cartoon is not a criticism of people who prefer animals to people (as I can see their point). It’s just an absurdist joke.
Having said that, some people do seem to worryingly not see any difference between the value of a human life and an animal’s life. Extreme animal rights activists sometimes fit into this category
